Training and Assessment Policy

Purpose. This policy sets out how the Institute plans, delivers and assesses nationally recognised training so that every learner receives quality training and every competency decision is valid, reliable, fair and flexible.
1.Purpose and scope
This policy applies to every program on the Institute's scope of registration, every mode of delivery and every trainer, assessor and third party delivering on the Institute's behalf. It gives effect to the training and assessment outcome standards in the Standards for Registered Training Organisations 2025 and is the parent document for the assessment, validation and trainer competency policies.
2.Training and assessment strategies
Every program must have a training and assessment strategy approved before enrolments open. The strategy must identify the target learners, the entry requirements, the amount and mode of training, the resources, the trainers and assessors, the assessment methods and the industry consultation that informed it. Strategies must be recorded in the strategy register and reviewed at least annually and whenever the training product changes.

3.Delivery
Training will be engaging, structured and consistent with the strategy. Trainers must use approved session plans and resources, adapt delivery to learner needs, integrate foundation skills support and record attendance and progress in the student register. Learners must be told at the start of each unit what they will learn, how they will be assessed and what support is available.
4.Assessment
Assessment must comply with the principles of assessment and the rules of evidence. Assessors must use the approved version of the assessment tool, make decisions only against the unit requirements, give learners written feedback, and record the outcome in the student register within ten business days. Learners are entitled to reassessment and to appeal a decision under the Complaints and Appeals Policy.

5.Recognition
The Institute will offer recognition of prior learning and credit transfer to every learner at enrolment. Recognition assessments must be conducted by a qualified assessor using the approved recognition tool and must meet the same rules of evidence as any other assessment.
6.Responsibilities
The Chief Executive Officer is accountable for compliance with this policy. The Training Manager and Lead Assessor must implement it, the Learning Design Manager must maintain the strategies and tools, and the Compliance and Quality Manager must monitor it through internal audit.
7.Review
This policy will be reviewed every two years, after any regulatory review and whenever the standards change.
