Trainer and Assessor Competency Policy
v3.3
Purpose. This policy sets the credential, vocational competency, industry currency and professional development requirements for everyone who delivers training or conducts assessment for the Institute.
1.Purpose
Learners deserve trainers who can do the job they teach and assessors who know how to judge competence fairly. This policy gives effect to the VET workforce requirements of the Standards for Registered Training Organisations 2025 and the credential requirements that sit under them. It applies to employees, contractors and staff of third party partners.
2.Credential requirements
Every trainer and assessor must hold the training and assessment credential required by the standards, or a credential the standards recognise as equivalent, before delivering or assessing unsupervised. A person working towards the credential may deliver training under the direct supervision of a credentialed trainer and must not make assessment decisions. Assessors must hold the assessor skill set at minimum.
3.Vocational competency
Trainers and assessors must hold the vocational competencies at least to the level being delivered and assessed, demonstrated by a qualification, a documented equivalence assessment or a recognition outcome. Evidence must be recorded in the trainer matrix against every unit the person is allocated to.
- Qualification at or above the level delivered
- Documented equivalence assessment where no qualification is held
- Mapping of evidence to each allocated unit
4.Industry currency
Trainers and assessors must maintain current industry skills and knowledge directly relevant to the units they deliver. Currency evidence must be no more than two years old and may include recent work in industry, industry placements, membership of professional bodies, participation in industry forums and industry-relevant professional development.
5.VET currency and professional development
Every trainer and assessor must complete at least 20 hours of professional development each year, of which at least 10 hours must relate to training and assessment practice. Professional development must be recorded in the trainer matrix with evidence and reviewed at the annual performance conversation.
6.Verification and allocation
The Compliance and Quality Manager must verify credentials, vocational competency and currency before a trainer is added to the matrix and again every year. The Training Manager must not allocate a trainer to a unit that is not verified in the matrix. Qualifications must be sight-verified and, where the issuing organisation offers it, verified through its register.
7.Review
This policy is reviewed every two years and whenever the standards or the credential requirements change.
